It has been reported in the Hong Kong Press that you have temporarily ceased issuing visas for Hong Kong because you have run out of fee stamps, true, this suits us very well, since we are concerned over steedy influx and wish to limit number likely to seek refuge in Hong Kong at later date when and if Formose looks like falling into communist banda.

Some further control is in any case now desirable. We therefore propose that with effect 28th December all applications from Chinese require prier reference, We have today sent letter to T.W. Kwok, Special Commissioner, in this sense. Grateful if you will informa appropriate Chinese Authorities in Taiwan and refer all applications accordingly.

Only exceptions to prior reference are persone already possessing re-entry visas for Hong Kong.
